How to read the six digits
Act 32 groups Pennsylvania into tax collection districts, and the code encodes the whole path: the first two digits are the collection district, the next two the school district inside it, and the last two the municipality. That is why a code tells you who collects before it tells you where the employee lives — and why the collector, not the town, is who an employer remits to.
The trap: one municipality, more than one code
61 of the 2,564 taxing municipalities span more than one school district. In those, the PSD code is a property of the address, not of the municipality — two neighbours on the same street can carry different codes and different total resident rates. Looking the code up by town name is the single most common way this goes wrong, and the register is the only place the overlap is visible.

What an employer actually does with the code
- Two codes, not one.The Residency Certification Form carries the employee's resident PSD and the work-location PSD. For a home-based remote employee in Pennsylvania, the residence is the worksite, so both can be the same code — but that is a conclusion, not an assumption.
- You remit to the collector the code points at. Not to the municipality. See which collector covers a municipality.
- The higher of the two rates usually governs. Compare the resident total against the work-location non-resident rate before withholding; the statewide rate distribution shows how wide that gap gets.
- A 0% resident rate is not “nothing to withhold”. The LST is a flat dollar amount and survives it.
